چکیده
Dünyada ve ülkemizde bugüne kadar yaşanan afetler ortaya çıkan acil durumlardan edinilen tecrübeler, her sektörün kendi alanına dair tehlike riskleri belirleyerek, yaşanacak olumsuz durumlara hazırlıklı olunması gerektiğini göstermektedir. Bu yüzden sonucunda can kaybının sakatlanmaların en az seviyeye indirilmesi afetlerden mümkün olduğunda zararla çıkılabilmesi kısa sürede normal hayata dönülebilmesi için etkili bir yardım organizasyonuna ihtiyaç vardır. Afet yönetimindeki temel amaç hayat kurtarmaktır. Kurtarılacak olan hayatların sayısı etkin risk yönetiminin yanı sıra planlamalarının müdahalelerinin 
 doğru şekilde yapılmasına bağlıdır. çalışma kapsamında Japonya, Şili, Yeni Zelanda Türkiye’nin afetlerde alanında yaptığı çalışmalar incelenmiştir. Daha sonra Türkiye’de yerel düzeydeki planları çalışmalarının nasıl yürütüldüğü, Batman ili örneği üzerinden mevcut durum irdelemesi yapılarak, olası aksayan durumlar öneriler getirilmeye çalışılmıştır. modern afet sistemi için, eksik kalmış noktalarda yaklaşımlar konulmuştur.
